ABOUT DC RANCH:

DC Ranch is a 4,400-acre community located adjacent to the McDowell Sonoran Preserve in north Scottsdale, Arizona. The community is composed of 25 diverse neighborhoods within four distinct villages that interact with shared open spaces to create a sense of living with the land. The first home was completed in 1997, and there are currently 2,800 homes and approximately 7,000 residents on the Ranch.
DC Ranch is governed by three entities: DC Ranch Community Council, Ranch Association, and the Covenant Commission. All three entities work toward the same goal: to serve residents and create a community that is beautiful, functions well, and creates a deep sense of belonging.

OVERVIEW:

The Director of Community Services will provide management, direction, and leadership to ensure the daily operations of the Gate Access, Office Administrative team, Community Patrol Services, and other team members as assigned. This position plays a vital role in creating a thriving living environment for residents and maximizing property performance.  Reporting to the Deputy Executive Director. 

POSITION RESPONSIBILITIES:

  • Manage a variety of key support and operational functions.
  • Supports the Deputy Executive Director and Executive Director in providing excellent service to residents, boards, and team members.
  • Envision, plan, develop, implement, and maintain processes, procedures, and programs that enhance the safety, effectiveness, and efficiency of the team and the services that we provide.
  • Provide guidance for team members, outside service providers, contractors, and public agencies that are working within, or have an impact on the community.
  • Communicate with residents and stakeholders, address homeowner concerns, and assist in dispute resolution.
  • Supervise, schedule, and provide support for DC Ranch community standards and administrative office staff with responsibilities that include interviewing, hiring, training, and evaluating employees; assigning and directing work; coaching.
  • Oversight of community-wide Community Patrol and Gate Access (CPGA) program managing third-party contract, CPGA Committee liaison, insurance claims, and all third-party vendor contracts for gate maintenance/management.
  • Develop, execute, and monitor annual operating budget for Gate Access and Community Patrol Services, Gate Maintenance, and Administration.Code, approve, and submit invoices and payments.
  • Organize and update a 30-year reserve study of approximately 920 assets and vehicles valued at $63.98 million utilizing the organization’s asset management system for replacement and remodeling projects. Facilitate third party reserve studies.
  • Plan and carry out reserve restoration and upgrade projects in keeping with Ranch Association goals and reserve study funding schedule. Types of projects include gate access system replacements, trail and gate camera replacements, gatehouse renovations, etc.
  • Develop project budgets, create requests for proposals (RFPs) and service level agreements (SLAs), obtain bids from outside contractors, develop, execute, and manage outsourced vendor contracts, supervise projects to ensure minimum disruption to core operations, and inspect complete work for conformance to contracts.
  • Create educational and outreach opportunities for residents to better understand community standards, gate access services and community policies/procedures.
  • Coordinate the procurement, maintenance, and record keeping for Firewise Certification Program and Grant Applications.
  • Prepare and maintain documentation and regular monthly and quarterly reports.
  • Update job knowledge by remaining aware of new regulations, participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations. 
  • Encompass prudence, leadership, vision, and judgment in exercising authority.
  • Ensure high quality department performance and exceptional customer service.
  • Perform other duties as necessary and/or required.

Qualifications

KNOWLEDGE & ABILITIES NEEDED:

  • Capability in community operations management demonstrated by at least five years related management experience.
  • Strong organizational and planning skills, including familiarity with and proven ability to develop and apply management and technology tools.
  • A strong customer service orientation and ability to manage to the brand standard.
  • Extensive project management experience, and development and oversight of capital and reserve programs.
  • The ability to visualize goals, inspire team members, clearly communicate with, and work closely and harmoniously with customers, regulatory agencies, contractors, suppliers, and fellow employees in an open team environment.
  • Ability to multi-task and plan and develop multiple projects in parallel adhering to projected timelines.
  • A demonstrated leader who is self-driven, ethical, and organized.

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to sit; climb or balance; and stop, kneel, crouch or crawl. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 50 pounds and be able to walk in Arizona temperatures for inspections as needed.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee may be exposed to outside weather conditions and desert landscapes.

POSITION REQUIREMENTS:
  • Minimum of 5 years of onsite community management experience within planned communities
  • Bachelor’s degree, designations, or certifications in a related field (highly preferred)
  • Extensive knowledge of laws and guidelines governing the operation of community associations and governing documents (highly preferred)
  • Proficient computer skills in Windows environment
  • Excellent communication capabilities both oral and written; able to conduct presentations to staff, boards of directors, and residents
  • Strong understanding of financial processes, budgeting, and financial statements
  • Effective leadership, organizational, and conflict resolution skills
  • Ability to multi-task effectively and efficiently at a high pace
  • Familiarity with ABDI, Pulse, Caliber or other community management systems
  • A valid driver’s license
  • Pass necessary employment testing, which will include background and drug testing
  • Must maintain professional personal appearance
